This is a photo of Lenore Thomas' 1936 clay mock-up for a panel called "Establish Justice" for the front of Greenbelt's Center School (now called the Greenbelt Community Center). The scene depicts a lynching taking place as a judge and jury turn their heads. Thomas said this was her only design rejected by the Resettlement Administration.
Pedestrian tunnels reduced the risk of traffic accidents, making Greenbelt safer.
As director of the Resettlement Administration, Resford Guy Tugwell persuaded FDR to build three utopian garden towns. It was a controversial decision. Critics called Greenbelt Tugwell's Folly.
A "hod" is a builder's V-shaped open trough on a pole, used for carrying bricks and other building materials. This hod carrier was one of the minority construction workers who helped build Greenbelt. Though Black workers helped construct Greenbelt, they were not allowed to apply for residency. Both Maryland and Prince George's County were racially segregated at the time. The Farm Security Administration built planned communities for Black families, including Langston Terrace in Washington, DC (1938) and Aberdeen Gardens in Newport News, Virginia (1937).
